CHAIR RAMRAS announced that the  first order of business would be                                                               
CS  FOR SENATE  BILL  NO.  284(FIN), "An  Act  relating to  state                                                               
election  campaigns,  the duties  of  the  Alaska Public  Offices                                                               
Commission,  the reporting  and  disclosure  of expenditures  and                                                               
independent  expenditures,   the  filing  of  reports,   and  the                                                               
identification  of  certain   communications  in  state  election                                                               
campaigns; prohibiting expenditures  and contributions by foreign                                                               
nationals  in state  elections;  and providing  for an  effective                                                               
date."   [Before the  committee was CSSB  284(FIN) as  amended on                                                               
4/10/10 and 4/11/10.]                                                                                                           
                                                                                                                                
REPRESENTATIVE  LYNN characterized  SB 284  as an  important bill                                                               
affecting all  candidates, as well  as all Alaskans  because they                                                               
need  to  know  who  is  funding  campaign  advertisements;  such                                                               
disclosure  will enable  voters  to make  informed  choices.   He                                                               
expressed favor with moving the bill from committee.                                                                            
                                                                                                                                
REPRESENTATIVE HERRON mentioned that  he still has concerns about

REPRESENTATIVE  DAHLSTROM  moved  to  report  CSSB  284(FIN),  as                                                               
amended,  out of  committee with  individual recommendations  and                                                               
the accompanying  fiscal notes.   There  being no  objection, HCS                                                               
CSSB  284(JUD) was  reported from  the  House Judiciary  Standing

signed "do pass"  on the committee report for SB  284 had he been
